Abstract:
This study examines the factors that affect the provision and delivery of a quality primary music education. Data from document analysis, survey questionnaire and focus group interview are combined to establish national and local practice in Irish primary classrooms. The study also explores national policy in respect of primary music education and the extent to which it is implemented nationally and locally.
The main findings reveal that while the national standard of primary music education was generally good, the majority of teachers locally felt that conditions for teaching music were less than favourable. As well as an overloaded curriculum,. the majority of teachers themselves lacked competence and confidence in music pedagogy.
This in turn was linked to the failure of the Department of Education and Skills to implement national policy. Local primary teachers and principals felt that policy implementation did not match policy intention. As a consequence they felt deserted in their efforts to provide adequate primary music education for their pupils.
The research highlights the importance of policy implementation in enabling teachers to realistically and successfully teach the 1999 Primary Music Curriculum. This is an important study because it allows rural primary teachers and their principals to tell their side of the story.
